The letter carries information regarding the orientation and registration of new entrants to be held on the 19th of July. Details of the requirements such as demand draft details, declaration form, vaccinations etc are provided.

The letter also provides information regarding the various scholarships and financial aid available at IITB along with the scholarship form.

Appended at the end is a letter welcoming the parents and students to this institute on behalf of the Student Mentor Program.

Right. So the cause of all this confusion is because there has been no official list of documents released yet. However, these are the documents you need (to the best of our knowledge).
This is just as a reference, if there is any official announcement, follow the announcement and NOT this list. (We believe there won't be major deviations from this list)

i) Certificate for Date of Birth Proof 
ii) The original pass certificates AND mark sheets of 10th and 12th board exams.
iii) passport size photographs: its good to have them. Carry them.
iv) Caste certificate [for SC/ST/OBC(non-creamy layer) etc.] in original. Essential.
v) Certificate of Physically Disabled (PD) (if applicable) in original. Also essential.

You will need attested xerox copies of ALL these documents. Make sure you carry 3-4 copies of each document.
Quite a few students will not have the 12th standard passing certificate yet. Don't worry about it, you can submit it later. But make sure you bring your marksheet.
It's OK if you DO NOT have a migration certificate.
